Calm Vs. Inhibited

Often when we ask how a dog is in specific contexts like the veterinary clinic or the grooming salon or a busy farmers market we will get responses like: ‘fluffy is really well behaved’, or ‘great! Charlie just lies there!’, or ‘Bella was surprisingly calm at the farmers market!’ Etc. etc. However then when I see the dog in those contexts myself - it’s very very apparent that what the guardian is seeing as ‘calm’ and ‘compliant’, I am seeing as extremely inhibited. So what’s the difference and how can we tell?
